I guess those that live there don't find it funny,; this is their reality and they have to cope with it, somehow. This kind of structure or similar, is not common (as real estate people are chasing after places to demolish and build a skyscraper), but still exist, and I used to pass often by one of them. It was not very high - only three floors, but climbing those stairs was not a trifle. Now, after reading your post, I want to find out if I have a picture of it somewhere...
