Hmm, part of it looks like some kind of fishing net and part of it looks like it might be something that is crocheted. I guess I'll say fishing net, but I don't think that's right.

The light blue looks like a fish net. The other colors look like wool to be spun.
Looks like the poor fisherman threw out his net, but instead of catching fish he caught some of the elusive Shaggy Yarn Seaweed instead. I hear it's very tasty sauteed in butter with just a dash of wine vinegar and a sprinkle of paprika.
